ASEAN Plus Three Emergency Rice Reserve
The virtual 10th Meeting of ASEAN Plus Three Emergency Rice Reserve (APTERR) Council ended with a great success on 25 March 2022 organised by the APTERR Secretariat, and hosted by the Singapore Food Agency (SFA), Singapore. The meeting was co-chaired by Mr. Kevin KHNG, Senior Director of International Relations Divisions, SFA and Mr. Taira Matsumoto, Director General of Crop Production Policy Department, Crop Production Bureau, Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan.
On 16 March 2022, the APTERR Secretariat led by Mr. Chanpithya Shimphalee, General Manager and Mr. Toshiki Tojo, Japanese Expert attended the meeting hosted by the National Food Authority (NFA) under the supervision of ATTY. Judy Carol L. Dansal, Administrator, on the evaluation of the implementation of 2 MT pre-cooked rice from Japan to the Philippines under the APTERR Tier 3 programme.
On 10 November 2021, the APTERR Secretariat led by Mr. Chanpithya Shimphalee, General Manager, participated in the virtual ad-hoc discussion for preparation on the 10th Meeting of APTERR Council which will be conducted in the first quarter of 2022. The meeting was organised by the Singapore Food Agency (SFA) under the supervision of Mr. Kevin Khng, Senior Director and APTERR Council, who also attended on this occasion.
After entering into several discussions hosted by the APTERR Secretariat, the Philippines and Japan finally reached the mutual consent on the draft Modification to the Memorandum of Cooperation (MoC) of Tier 1 programme at the 4th virtual meeting on the extension of Tier 1 programme on 24 September 2021. The APTERR Secretariat led by General Manager Mr. Chanpithya Shimphalee took a role as a facilitator of this successful cooperation.
On 1 September 2021, the APTERR Secretariat led by Mr. Chanpithya Shimphalee, General Manager, hosted the 3rd virtual meeting on the extension of Tier 1 programme between the Philippines and Japan to update on the progress of extending the Tier 1 programme together with discussing the remaining issues on the draft Amendment of Memorandum of Cooperation of Tier 1 programme.
