ASEAN Plus Three Emergency Rice Reserve

The ceremonial handover of 78-MT rice contributed by Japan through the APTERR’s Tier 3 programme was conducted on 30 April 2021, in Phnom Penh, Cambodia under stringent measures for the Covid-19 situation. The rice assistance aims at mitigating people’s sufferings from adverse impacts caused by the COVID-19 pandemic. The Minister of Agriculture, Forestry and Fisheries (MAFF) of Cambodia, His Excellency Mr. Veng Sakhon, presided over the ceremony and also expressed his sincere gratitude to the Government of Japan as well as the APTERR for the contribution.

Mr. Chanpithya Shimphalee, General Manager of the APTERR Secretariat, expressed a warm welcome to Mr. Wang Liping, Minister Counsellor for Economic and Commercial Affairs, and his team namely Ms. Yu Yang, First Secretary together with Mr. Wu Fei, Attaché from the Chinese Embassy in Thailand, for paying a courtesy visit to the APTERR Secretariat office on 8 April 2021.

On 23 March 2021, Mr. Chanpithya Shimphalee, General Manager, led the APTERR Secretariat to participate in the ceremonial handover of 300-MT rice contributed by Japan through the Tier 3 programme as one of its endeavors to ensure food security in Cambodia. The ceremony was hosted and organised virtually by the General Directorate of Agriculture (GDA), Ministry of Agriculture, Forestry and Fisheries (MAFF) of Cambodia under a supervision of Dr. Ngin Chhay, Director General, who also participated in the event.

On 13 January 2021, the APTERR Secretariat organised the Workshop on Rice Demand and Supply Forecasting and invited the honorable keynote speaker, Dr. Apichart Pongsrihadulchai, the former Vice Minister for Agriculture and Cooperatives and the former Chief Advisor to Director-General of Rice Department, to give a discussion and lecturing on forecasting rice situation, especially rice demand and supply.

The ceremonial turnover of 1,000 MT rice contributed by the Republic of Korea (ROK) was held on 18 December 2020 marking a significant step in an effort to mitigate the impact on food security caused by the world’s most violent typhoon in 2020, Typhoon Goni. The rice will be distributed to affected families in the Island Province of Catanduanes, one of the most devastated provinces wrecked by the typhoon. The ceremony was hosted by the National Food Authority (NFA) under a supervision of Administrator Atty. Judy Carol L. Dansal at the NFA-Batangas in Batangas City, the Philippines.
