The 4th Meeting of ASEAN Plus Three Emergency Rice Reserve (APTERR) Council was held on 5 – 6 May 2016 in Siem Reap, Cambodia. The Meeting was organized by the APTERR Secretariat and hosted by the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Cambodia.

The 4th Meeting of ASEAN Plus Three Emergency Rice Reserve (APTERR) Council was held on 5 – 6 May 2016 in Siem Reap, Cambodia. The Meeting was organized by the APTERR Secretariat and hosted by the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Cambodia.

The arrangement of the Council meeting is one of the key functions of the APTERR Secretariat. Each year, the APTERR Council will gather at least once to discuss the direction of the APTERR in the following year. It is also the opportunity for the APTERR Secretariat to report its activities from the previous year to the APTERR Council.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.

Flash floods hit Brunei Darussalam affecting the hospital. Several low-lying areas in Belait district, Brunei Darussalam were hit by flash floods on 29 April 2024. The floods also affected 15 clinics of Suri Seri Begawan (SSB) Hospital causing one-day temporary closure for cleaning and ensuring the operations. Likewise, the capital city, Bandar Seri Begawan, also experienced heavy downpours on the same day.

Strong winds and rains destroyed over 50 houses in Cambodia. While a heatwave was covering most parts of Cambodia, Kampong Chhnang province was hit by strong winds and rains on 26 April 2024. The disaster damaged 56 houses in Trapeang Chan commune, Boribo district of the province. The commune authorities put a lot of effort into helping those affected.

Multiple disasters inflicted great damages in Indonesia. On 24 April 2024, floods triggered by torrential rains caused the Badua river in Kapuas Hulu district, West Kalimantan province of Indonesia to overflow. Around 350 houses, roads and public facilities were submerged. Residents were warned of various potential disasters. Meanwhile, 11 people were injured after a strong earthquake of magnitude 6.2 struck Garut district, West Java province on 27 April 2024. At least 267 houses, and public facilities were also damaged. Further, Mount Ruang in Indonesia's North Sulawesi province erupted on 28 April 2024 which was the second time this month. Ash clouds, lava and rocks were spewed out as high as two kilometres into the sky. The geological agency of Indonesia raised the alert level to its highest level while the authorities ordered an evacuation and forced a nearby airport to close for safety measures.

The Philippines suspended face-to-face classes due to an extreme heat. All on-site school classes in General Luna town, Quezon province of the Philippines were suspended from 24 April 2024 until further notice to protect students and teaches from an intense heat. The town experienced adverse effects of El Nino which exacerbated the intensity of heatwaves. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) also warned people of the heat index that might hit the extreme danger level in the coming days.

Rainstorms pummeled Guangdong province causing three dead.  The endless heavy rains hit south China’s Guangdong province in the past few days. As of 22 April 2024, three people were found dead and 11 people went missing in the cities of Zhaoqing, Shaoguan, and Qingyuan. Also, Guangzhou, Heyuan, Meizhou, and Huizhou cities were affected. A total of 53,741 people across the province were relocated while over 80 houses were damaged. Likewise, 30,000 people in Ganzhou city of east China's Jiangxi province had suffered from heavy rains since 20 April 2024. Yet, the situation was under control.

A powerful earthquake struck western Japan. An estimated magnitude of 6.6 powerful earthquake rocked western Japan on 17 April 2024; however, no tsunami was reported. The epicentre of the quake was detected between Ehime prefecture in Shikoku region and Oita prefecture in Kyushu region at a depth of 39 kilometres. There were 10 people injured, and several roads blocked by fallen rocks and trees. Water supply in some areas were cut-off while train services on some sections in Ehime and Kochi prefectures were suspended or cancelled on 18 April 2024. The Prime Minister issued instructions to assess the damage, and the Japan Meteorological Agency urged the public to be alert for earthquakes for about a week.

The Philippines’s rice imports recorded 1.42 million tonnes as of mid-April 2024. According to the Bureau of Plant Industry under the Department of Agriculture, the Philippines’s rice imports from 1st January to 19 April 2024 went up by 7.95 percent to 1.42 million tonnes from 1.31 million tonnes year-on-year. Viet Nam remains the country's top supplier during that period, shipping 955,817.87 million tonnes of rice or 67.14 percent of the total imports.

Thai rice prices are similar to last week amid the weakened baht and flat demand. Rates for Thailand’s 5 percent broken rice were quoted at 580-585 USD per tonne from 585 USD per tonne from a week earlier. The movement of rice prices was flat from Indonesian demand and Baht depreciation kept prices strong, a Bangkok-based trader said.

Vietnamese rice exports increase by 11.7 percent in the first four months of 2024. The government data showed that Viet Nam exported 3.23 million tonnes of rice from January to April 2024, up 11.7 percent year-on-year. According to the General Statistics Office, the revenue of Vietnamese rice exports rose 36.5 percent to 2.08 billion USD.

Vietnamese rice prices are stable amid muted demand. Prices of Vietnamese 5 percent broken rice were offered at 575-580 USD per tonne, unchanged from last week. Trading activity is slowing down ahead of a five-day-long holiday. The slowdown in purchases by domestic rice processors has put downward pressure on domestic paddy rice prices, Ho Chi Minh-based trader said.
