The meeting on an experimental Tier 1 implementation between the Philippines and Japan was held on 10 May 2018 at the National Food Authority (NFA) headquarter in Quezon City, the Philippines.  NFA Administrator, Lt. Col. Jason L.Y. Aquino (Ret) PA, presided the meeting with the attendance of representatives from the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan led by Director of Grain Trade and Operation, Mr. Tetsuo Ushikusa, and the APTERR Secretariat led by General Manager, Mr. Chanpithya Shimphalee.

 

The meeting discussed and exchanged views on several fundamental issues, such as rice specification, pricing method, delivery, payment and etc. The result of the meeting will help develop effective agreements based on a mutual consent of both parties.   

 

The APTERR Secretariat has actively promoted the implementation of Tier 1 programme to the APTERR member countries in parallel with the implementation of existing Tier 3 programme to ensure food security in the region.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.

Powerful storms wreaked havoc in Cambodia’s Banteay Meanchey province. Thunderstorms accompanied by lightning hit Banteay Meanchey province of Cambodia on 5 May 2024. There were around 14 houses in In Thmar Puok commune destroyed. Team of the district governor and involved authorities later went to affected area to help repair damaged houses.

Tremendous disasters claimed at least 15 lives in South Sulawesi province. Heavy rains triggered landslides and floods in South Sulawesi province, Indonesia on 3 May 2024. There were at least 15 people killed and 115 people forced to evacuate. More than 1,300 families were affected.  Besides, over 140 houses were seriously damaged while four roads and a bridge were destroyed. The extreme weather events during rainy season were likely to be caused by climate change.

A freak storm ravaged Penang Island of Malaysia. A freak storm on 6 May 2024 hit 10 locations on Malaysia’s Penang Island. The Penang Island City Council rushed to the affected areas to clear the debris and fallen trees, and cooperated with involved agencies for expediting the recovery actions. Meanwhile, strong winds were also reported in several places. Yet, no casualties or damages were reported from this incident.

A moderate earthquake injured two people on Leyte Island. An earthquake of magnitude 5.8 jolted parts of Leyte Island, the Philippines, on 3 May 2024, leaving two people injured. Residents living in the coastal areas evacuated to a higher ground to avoid the risks of tsunami. Later, they were ordered to return home after no tsunami warning was issued. The epicentre of the quake was detected 39 kilometers northeast of Abuyog municipality where the tremor was felt at Intensity 6 (very strong).

Violent storms left trail of destruction and death in Thailand. Powerful storms slammed health facilities in Uttaradit and Phrae provinces on 3 May 2024. Many people were injured while several buildings were damaged. Moreover, there were four people killed: three in Bung Kan province and another one in Khon Kaen province. In the meantime, a hailstorm uprooted trees damaging at least 750 houses and causing widespread blackouts in Nong Bua Lam Phu province. The storms later swept through several areas of Ubon Ratchathani province on 6 May 2024 resulting in a death of a child, and serious injury to another girl. The intense heat and summer storms were forecast to prevail over the north and northeast of Thailand until 9 May 2024.

A lightning strike killed a man in Viet Nam. Long An province and some localities of southern Viet Nam faced thunderstorms and downpours on 3 May 2024. As a result, a man was killed by a lighting while catching frogs in Vinh Hung district. The southern weather centre also issued warnings against thunder, lightning, powerful winds, heavy rain and hailstorm in the region on the same day.

Downpours ravaged various parts of China. Continuous heavy rains caused flash floods in China’s Guangxi Zhuang Autonomous Region, and killed two people on 6 May 2024. Meanwhile, rescue efforts were underway. Earlier, torrential rains hit Zhongshan and Zhuhai cities in Guangdong province prompting 58 rainstorm alerts to be issued across the province on 4 May 2024. A red alert representing the most severe warning was set for rainstorms in Zhongshan city while a transportation in Zhuhai city was disrupted by an extreme weather. The provincial authorities ordered precautions for possible natural disasters in coming days.

Flights on South Korea’s Jeju Island were cancelled due to adverse weather. Rains lashed most parts of South Korea, especially Jeju Island while some areas also faced gusty wind, thunder, and lightning. The bad weather caused 63 flights on Jeju Island to be cancelled on 5 May 2024. Strong wind warnings were issued for the island with an advisory for wind shear. Air passengers were warned to check flight schedules in advance due to the weather conditions.

Myanmar’s rice and broken rice were exported 111,862 tonnes in April 2024. According to the Myanmar Rice Federation, Myanmar in the first month of the fiscal year of 2024-25 which included 42,770 tonnes of rice and 69,092 tonnes of broken rice. The volume of exports rose to 87,648 tonnes of rice year-on-year. Moreover, the country shipped over 1.6 million tons of rice and broken rice, earning over 845 million USD.

Thailand’s rice exports increase 19.4 percent in the first quarter of 2024. According to the Thai Rice Federation Association, Thailand exported 2.46 tonnes of rice from January to March 2024, rising 19.4 percent from the same period of 2023. The export value for the first quarter of 2024 is estimated at 56.73 billion baht (1.61 billion USD), increasing 49 percent. However, rice exports in March 2024 were 716,619 tonnes, worth 17.33 billion baht, while 800,225 tonnes of rice, worth 18.53 billion baht in February 2024.

Rates for Thai rice increase due to the domestic demand and activities. Thailand’s 5 percent broken rice prices slightly increased to 588-595 USD per tonne from 580-585 USD per tonne a week earlier. Rice prices would remain strong due to domestic demand and activity. Meanwhile, drought could also cause prices to remain high, a Bangkok-based trader said.

Vietnamese rice prices see stable this week due to the quiet market. The price of Vietnamese 5 percent broken rice was quoted at 577-580 USD per tonne, slightly up from last week. Prices were stable during the holidays. The market was closed from Monday to Wednesday for the national holiday.
