ASEAN Plus Three Emergency Rice Reserve

The ceremonial turnover of 1,000 MT rice contributed by the Republic of Korea (ROK) was held on 18 December 2020 marking a significant step in an effort to mitigate the impact on food security caused by the world’s most violent typhoon in 2020, Typhoon Goni. The rice will be distributed to affected families in the Island Province of Catanduanes, one of the most devastated provinces wrecked by the typhoon. The ceremony was hosted by the National Food Authority (NFA) under a supervision of Administrator Atty. Judy Carol L. Dansal at the NFA-Batangas in Batangas City, the Philippines.

 

The number of distinguished representatives from the relevant agencies including Mr.Arnel De Mesa, Assistant Secretary of the Department of Agriculture, Ms. Sang-Hui Lee, Counsellor, Head of the Economic Section of the Embassy of Korea in the Philippines as well as Mr. Emmanuel P. Privado, Director IV of NRLMB of the Department of Social Welfare and Development attended this significant event.  Meanwhile, due to the travel restriction imposed to contain the spread of COVID-19, Mr. Chanpithya Shimphalee, General Manager of the APTERR Secretariat, conveyed his condolences via a video message to those whose lives have been taken away or disrupted by the deadly typhoon. He also expressed his sincere gratitude towards all the involved governmental agencies of the Philippines for taking a quick and decisive action in tackling a looming food crisis in the said affected area.

 

The 1,000-MT rice was first given by the Republic of Korea under the APTERR Tier 3 programme to be used for rehabilitation scheme of people who encountered difficulties from the Taal Volcano eruption. However, since its initial purpose has already been fulfilled by the emergency assistance provided by the Philippine government together with APTERR’s 425-MT rice donated by Japan, the Korean rice thus was reallocated to a recently ravaged Island Province of Catanduanes where a huge demand of rice still exists.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.

Indonesia’s Mount Marapi erupted, sending ash 2,000 metres into the sky. Mount Marapi in West Sumatra, Indonesia erupted on the morning of 30 May 2026. The ash reached around 2,000 metres above the volcano peak and 4,891 metres above sea level. Despite the limited seismic activity, the volcano remains at Alert Level II (Caution).  Local residents and climbers were advised to avoid all activities within a 3-kilometre radius of the volcano’s activity centre, including the Verbeek Crater. The authorities also urged the communities living along valleys and riverbanks originating from Mount Marapi to remain alert for the potential of cold lava floods, especially during the rainy season.

Mayon Volcano in the Philippines was placed under closely monitoring following the latest activity. On 31 May 2026, the Philippine National Police (PNP) instructed its disaster response units and concerned police officers in the Bicol Region to remain on standby after a report from the Philippine Institute of Volcanology and Seismology (PHIVOLCS) on the occurrence of the pyroclastic density current (PDC) at Mayon Volcano a day earlier. Although the volcano remains Alert Level 3, PHIVOLCS reiterated that the 6-kilomatre Permanent Danger Zone strictly still prohibited.

Monsoon rains raised flood risks across to parts of Thailand. On 1 June 2026, the Office of the National Water Resources (ONWR) warned that flash floods, forest run-offs, and mudslides were expected to occur in six provinces due to the south-east monsoon. The affected provinces included Rayong, Chanthaburi, Trat, Ranong, Phang Nga and Phuket.  People in the risk areas were advised to remain vigilant and monitor local announcement for the safety guidance

Typhoon Jangmi wreaked havoc in Japan. On 2 June 2026, Typhoon Jangmi battered Okinawa and Kagoshima, leaving 16 people injured in Okinawa. The typhoon damaged roofs, exterior walls, and shutters, while also causing power outages. The typhoon was expected to move toward eastern Japan along the southern coast, with warning-level heavy rain forecast for Tokyo on the following day.

Philippines and Vietnam Deepen Strategic Ties and Economic Cooperation. The Philippines and Vietnam have agreed to deepen economic cooperation and USD expand bilateral trade beyond their 10 billion target following talks between Philippines and Vietnam’s government. Under an upgraded Enhanced Strategic Partnership, the two countries will strengthen collaboration in agriculture, manufacturing, green technology, the digital economy, and defense. Agriculture remains a key focus, with plans to expand cooperation in agribusiness, seafood processing, and climate-resilient farming research. The leaders also reaffirmed their commitment to food security through a recently established long-term rice trade mechanism, building on Vietnam’s role as a major rice supplier to the Philippines.

Japan Raises Concerns Over Surge in Private Rice Imports. The Japanese government has warned that a sharp rise in private-sector rice imports, driven by soaring domestic rice prices, could reduce demand for domestic produced rice and negatively affect domestic production. According to the fiscal 2025 food and agriculture white paper, the government acknowledged that inaccurate demand forecasts and delays in releasing stockpiled rice contributed to supply concerns and further price increases. The report also highlighted growing food security risks stemming from Japan’s reliance on imported agricultural inputs such as fertilisers and feed, as well as disruptions to global supply chains.
