ASEAN Plus Three Emergency Rice Reserve

Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, accompanied by, Mr. Aro Kasakawa, Japanese Expert, and the APTERR staff, paid a courtesy call on Ms. Busadee Santipitaks, Chief Executive Officer of the Mekong River Commission (MRC) Secretariat, on 16 September 2025 at the MRC Secretariat, Vientiane, Lao PDR.

On this occasion, the APTERR Secretariat and the MRC Secretariat exchanged valuable information on disaster situations, agriculture, and irrigation in the Lower Mekong River Basin (LMRB).   Both secretariats also explore ways to strengthen cooperation by utilising MRC’s disaster and water resource-related data and information to support APTERR’s review and assessment process for emergency preparedness and rapid response.

The MRC plays a pivotal role in providing water resource management-related data and information for the LMRB. Beyond collect and analyse data, it actively monitors and forecasts floods and droughts while operating an early warning system. These efforts significantly enhance its member countries and other relevant agencies’ capacities to prepare and respond to those natural calamities effectively.
