ASEAN Plus Three Emergency Rice Reserve

General Manager (GM) of the APTERR Secretariat Dr. Choomjet Karnjanakesorn handed over 163.877 MT of rice contributed by the People’s Republic of China (P.R. China) through the APTERR Tier 3 programme under FY 2025 to provide rice assistance to people affected by persistent flooding in Mandalay Region, Myanmar.

The ceremonial handover was held on 2 October 2026 at the Mandalay Regional Agriculture Department and presided over by Mandalay Regional Chief Minister U Myo Aung. During the event, Deputy Director General of Agricultural Department U Myo Zaw provided an introduction to the APTERR programme. Meanwhile, GM Dr. Choomjet expressed his deep sadness that the floods had struck communities still recovering from last year’s devastating earthquake. He noted that, for the people of Mandalay in particular, the floods represented another major setback, further damaging homes and livelihoods that were already fragile. He also extended his sympathy to the families who has endured loss and hardship and commended their resilience in the face of these challenges.

The 163.877-MT rice was part of P.R. China’s 750-MT rice contribution to Myanmar under APTERR FY 2025 Tier 3. The assistance aimed to address the immediate food needs of affected people and provided essential support as they cope with the impacts of these disasters. Mandalay Regional Chief Minister expressed his gratitude to the Government of P.R. China for the generous contribution and to APTERR for continued efforts to strengthen food security in the country.

The rice assistance reflected the spirit of solidarity among the APTERR members and their shared commitment to ensuring that assistance reaches those who need it most, effectively and transparently. Through this support, APTERR reaffirmed commitment to strengthening emergency preparedness, providing timely assistance and contributing to recovery and resilience.
