Asean Plus Three Emergency Rice Reserve

Mr.Chanpithya Shimphalee, General Manager of the APTERR Secretariat, together with Ms.Jansinee Kankaew and Ms.Nattavadee Sraprathum, APTERR staff, visited three warehouses in Takeo, Kampong Cham and Battambang provinces, Cambodia during 12 – 13 September 2017

for completing a rice inspection of 250-MT rice under Tier 3 programme for Republic of Korea’s FY 2016 contribution and discussing about a warehouse maintenance and plan for the future release with Dr.Chan Phaloeun, Deputy Director General of the General Directorate of Agriculture (GDA), Minister of Agriculture, Forestry and Fisheries (MAFF) and the APTERR Council from Cambodia.

The result from the rice inspection shows that the rice is in good condition and safe for human consumption. The rice has been stored in those warehouses since July 2017 and will be kept for 12-month period to prepare for the emergency situation. At present, Cambodia has not had any plan for the release yet. According to APTERR’s Rules and Procedures, if there is no emergency occurring, the rice can be released for poverty alleviation and/or malnourishment eradication after the termination of stockpile period.
