ASEAN Plus Three Emergency Rice Reserve
The 12th Meeting of ASEAN Plus Three Emergency Rice Reserve (APTERR) Council hosted by P.R. China's Ministry of Agriculture and Rural Affairs (MARA) on 24-25 April 2024 in Beijing significantly bolstered regional food security cooperation through the APTERR mechanism.
General Manager of APTERR Secretariat Dr. Choomjet Karnjanakesorn, on 10 April 2024, was invited to be a keynote speaker at the ‘Regional Breakout Session: Strengthening Food Information Sharing Among the Central Asia Economic Cooperation Program (CAREC) Member Countries’, which was a part of the ‘Asia and the Pacific: Food Security Forum 2024’ hosted by the Asian Development Bank (ADB) to share experiences on an establishment of APTERR as a regional emergency rice reserve in strengthening food security.
On 21 February 2024, the representatives from the Singapore Food Agency (SFA) visited the APTERR Secretariat to discuss on the APTERR programmes. During the meeting, Dr. Abdul Jalil, Assistance CEO of the SFA, together with Mr. Calvin Han, Deputy Director of Joint Operations Division, and Mr. Chun Ho Yi, Assistant Director of Joint Operations Division, expressed an interest in utilising the APTERR mechanism, including Tier 1, Tier 2, and Tier 3, to ensure food security in Singapore. In this regard, Dr. Choomjet Karnjanakesorn, General Manager (GM) of the APTERR Secretariat, provided the SFA with a brief introduction about APTERR activities and its programmes along with the explanation for SFA’s inquiries. Moreover, Dr. Roehlano Briones, a consultant from the Asian Development Bank (ADB) who was visiting the APTERR Secretariat for conducting a review project with the APTERR Secretariat, participated in the meeting and shared his technical views on the APTERR programmes.
Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, together with Mr. Akinori Ando, Japanese Expert, and the APTERR staff attended the trilateral discussion with the Office of Agricultural Economics (OAE), Ministry of Agriculture and Cooperatives of Thailand, and the Asian Development Bank (ADB) on the role of Thailand in APTERR held on 20 February 2024 at the Secretariat office.
On 21 February 2024, the APTERR Secretariat had a great opportunity to welcome and have a meeting with the representatives from the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan led by Mr. Norikazu Suzuki, the State Minister of Agriculture, Forestry and Fisheries, at the APTERR Secretariat. The meeting focused on the APTERR activities, especially Tier 1 and Tier 3 programmes. Both sides discussed and exchanged views on the APTERR activities with the fruitful and positive outcomes
