Asean Plus Three Emergency Rice Reserve
General Manager Chanpithya Shimphale together with Japanese expert Yoshiharu Toeda and the APTERR staff visited the Philippines for carrying out a rice inspection under Tier 3 programme for Japan’s FY 2015 contribution and having a fruitful discussion with the National Food Authority (NFA) led by Deputy Administrator for Finance and Administration Atty. Judy Carol L. Dansal concerning Tier 1 and Tier 3 programme implementation.
Tier 3 rice inspection was held on 26 July 2017 for checking Tier 3 rice and warehouse conditions for keeping quantity and good quality of stored rice in Vientiane, Lao PDR in preparation for emergency situations. There are 225 MT of Tier 3 rice from Japan’s contribution. In advance of inspection, the APTERR Secretariat had a meeting with participants of the Ministry of Agriculture Forestry of Lao PDR.
From 3 to 5 June 2017, the APTERR Secretariat was invited to join the celebration of the Rice and Rice Farmers’ Day at the Rice Department, Ministry of Agriculture and Cooperatives of Thailand.The opening ceremony of this event was presided over by Her Royal Highness Princess Maha Chakri Sirindhorn on 3 June 2017.
On 7 April 2017, Mr. Chanpithya Shimphalee, the General Manager (GM) of the APTERR Secretariat, delivered a presentation on “the ASEAN Food Reserve and the Changing Regional Trade Regime: Status and Prospects” at the Regional Workshop on Food Reserve Management and Policies in Southeast Asia at the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA)
Representatives from the APTERR Secretariat visited Myanmar during 12-13 December 2016 to discuss and exchange views and experiences with the Ministry of Agriculture and Irrigation and the United Nations World Food Programme (WFP) to enhance a mutual understanding about the APTERR activities as well as update the food security and disaster- affected situations in Myanmar.
