On 28 November 2016, APTERR staff members visited the Rice Seed Centre in Chonburi province to learn about its objectives and operations for development of rice cultivation and food security in Thailand. The Chonburi Rice Seed Centre under the Rice Department, the Ministry of Agriculture and Cooperatives of Thailand has main functions to produce and distribute rice seeds to farmers for food security. This centre also improves livelihood and provides assistance to farmers affected by disasters.

On 29 November 2016 in Chanthaburi province, APTERR staff members visited the Kung Krabaen Bay Royal Development Study Centre to learn about the exercise of the self-sufficiency economy principle for sustainable agricultural development, natural resource management, and ecology preservation. This royal centre promotes organic rice cultivation along with job creation in surrounding communities without natural degradation. Afterwards, APTERR staff members visited the Wangkaset Garden which also incorporates the self-sufficiency principle for management of integrated farming of rice, vegetables, and fruits.

On 30 November 2016, APTERR staff members visited the Laemchabang Port in Chonburi province to learn about the logistic systems. This deep-seawater port is managed by public and private partnership with comprehensive components of a traffic system and storage of containers, quality control of exported products, and unloading facilities. This port is the important infrastructure of Thailand for international trade of industrial and agricultural products.

 What is APTERR?

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013.

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.
