Asean Plus Three Emergency Rice Reserve

The Special Senior Officials Meeting of the 40th Meeting of the ASEAN Ministers on Agriculture and Forestry (SSOM-40th AMAF) and the Special Senior Officials Meeting of the 18th Meeting of the ASEAN Ministers on Agriculture and Forestry Plus Three (SSOM-18th AMAF+3) were held on 5 - 7 August 2019 in Hue, Viet Nam.

          

The representatives from the APTERR Secretariat led by General Manager Mr. Chanpithya Shimphalee attended the said meetings to report the APTERR activities during 2018-2019. The successful APTERR implementation, the trial Tier 1 programme between the Philippines and Japan as well as the report on Tier 3 programmes were acknowledged by the SSOM-40th AMAF and SSOM-18th AMAF+3. Also, the Meetings requested the APTERR Parties to expedite the submission of the instruments of ratification on the Protocol to Amend the Attachment 2 of the APTERR Agreement to the ASEAN Secretariat.

 

Next year, the SSOM-41th AMAF and SSOM-19th AMAF+3 will be hosted by Brunei Darussalam in 2020.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.
