The Ceremonial Turn-Over of 240-MT rice donated by the Government of Japan through APTERR Tier 3 programme to help people affected by typhoon Melor (Nona) was conducted on 24 May 2016 in Catarman in Province of Northern Samar, the Philippines.There were representatives from the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan, the National Food Authority (NFA), the Department of Social Welfare and Development (DSWD) and local governments of the Philippines, as well as the APTERR Secretariat led by new General Manager Mr. Chanpithya Shimphalee, participating in this significant occasion.

Under this programme, the NFA in cooperation with the DSWD distributed 240-MT rice to 7,992 affected families in areas of Catarman and Bobon municipalities in Northern Samar. Each family received 30 kg of rice.
