Asean Plus Three Emergency Rice Reserve 

 

The APTERR Secretariat, on 24 August 2022, attended the Special Senior Officials Meeting of the 21st Meeting of the ASEAN Ministers on Agriculture and Forestry Plus Three (SSOM-21st AMAF+3) chaired by Indonesia. Dr. Choomjet Karnjanakesorn, General Manager of the APTERR Secretariat, reported the progress on the APTERR programmes and activities during 2021-2022 to the meeting.

Underscoring the importance of APTERR’s continuation, Dr. Karnjanakesorn highlighted the APTERR Council’s approval of the 3rd phase of annual contribution to the Operational Cost of the APTERR Fund, which will commence from the beginning of January 2023 onwards to 2027. The Meeting also noted with great appreciation the successful signing of the Modification to the Memorandum of Cooperation (MoC) for extending the implementation of 10,000-MT earmarked rice under the Tier 1 programme between the Philippines and Japan for 2021-2024.

Meanwhile, the total of 7,137.8 MT of rice contributed by Japan and the Republic of Korea through the Tier 3 programme has substantially received positive recognition from the ASEAN+3 countries for its accomplishment in addressing food insecurity caused by a variety of natural disasters and COVID-19. Besides, the SSOM-AMAF+3 also welcomed the discussion on Indonesia’s initiatives for strengthening the APTERR mechanism as well as the implementation of Japan’s new initiatives including the pre-cooked rice and the School Distribution Programme for supporting the United Nations’ Sustainable Development Goals 1 and 2: No Poverty and Zero Hungers.

As the ASEAN+3 region still witnesses the lingering effects of COVID-19 and climate change, which is recently exacerbated by the geopolitical conflicts in other parts of the world, the role of the APTERR mechanism and the engagement in the APTERR programmes will become increasingly crucial for upholding food security among the ASEAN+3 countries.

The next SSOM-22nd AMAF+3 Meeting will be hosted by Lao PDR in 2023.

 What is APTERR?

 

The ASEAN Plus Three Emergency Rice Reserve (APTERR) is a regional cooperation established under the APTERR Agreement signed by the Ministers of the Agriculture and Forestry of the ASEAN Plus Three at the 11th Meeting of the ASEAN Minister on Agriculture and Forestry Plus Three (AMAF+3) on 7 October 2011 in Jakarta, Indonesia. The APTERR was officially established itself as a permanent mechanism and also marked the official launch of the APTERR Secretariat office in Bangkok in 2013. 

 

We are keen to strengthen food security, poverty alleviation, and malnourishment eradication among its members without distorting normal trade, while the common goal of the APTERR Parties is the assurance of food security in the ASEAN+3 region.
